Abstract

The United States military is developing a Space Mission Force to fight and win a war in space, a global commons, if need be. But to deter such a war, which is undesirable to all nations and especially the United States, the United States must consider how to maintain future operational access to and use of space while factoring in the inevitability of similar demands from other space actors. Diplomacy will play a key role in that regard, complementing the military preparedness necessary to deter hostile actions. Strategic restraint by all space actors serves to maintain space as a global commons usable by all.
