The U.S. has developed new methods of conducting modern warfare -- relying on contractors to reduce the number of troops, and on technologies that make war appear more precise and less destructive -- contributing to a buffer between American civilians and the wars waged abroad. How can the American public hold the President and Congress accountable for authoring foreign wars? Legally, there may be little that citizens can do.
