Redefine Cooperative Security, Not Preemption

In practice, preemption won’t work and, in principle, it breaks all existing rules to combat WMD terrorism. Instead, the United States should work cooperatively with other powers to address this threat, heightened in everyone’s eyes after the tragic September 11 attacks.
