A variety of authoring tools are available for teachers of hearing-impaired persons to use to create interactive instructional software. The decision of when and how to use authoring tools should be reached after careful consideration of the many factors that influence the instructional problem to be solved with the computer-assisted instruction (CAI) software. This article describes how instructional development (ID) can be used to reach better CAI development decisions; then it describes and compares different levels of authoring tools for use in different types of instructional situations.
