Abstract
Fifteen college and university libraries left the Federal Library Depository Program between 1998 and 2001. This article seeks to identify reasons why libraries are withdrawing from the program and to compare departing libraries with libraries that joined during the same period. The availability of electronic documents was a major factor precipitating withdrawal.
