Abstract

Terrorism has introduced a new focus to Chinese foreign policy and an opportunity to improve relations with the United States, but the subsequent orientation and narrow focus of U.S. foreign policy, including Iraq, has aroused strong Chinese concern, constraining the emerging partnership.
