Peter C. Lockemann
University of Karlsruhe

Peter C. Lockemann has been a professor of informatics at the University of Karlsruhe since 1972. He has held appointments at various U.S. universities and research institutions in Silicon Valley, California. He holds a doctorate in electrical engineering and an honorary doctorate in economics. Professor Lockemann has close to 40 years of experience in database research. He is the author of six textbooks and well over 140 research papers. As a director of the Computer Science Research Center at Karlsruhe (FZI) since 1985, he has devoted time to technology transfer with high-technology companies. He plays a leading role in fostering a regional culture in the IT industry, and has been instrumental in stimulating regional industry-science networks. Elizabeth B. Kozleski
University of Colorado at Denver

Elizabeth B. Kozleski is associate dean for research at the School of Education, and a special education faculty member in the School of Education at the University of Colorado at Denver, with an appointment to the Department of Pediatrics at the University of Colorado Health Sciences Center. Her undergraduate degree in Early Childhood Education and her Master's degree in Special Education were completed at George Mason University. Her doctorate in Special Education was earned at the University of Northern Colorado in 1985. Doctor Kozleski works with systemic change in urban schools across the country so that students with diverse needs and abilities can achieve their academic, social, and career goals. Along with directing the National Center for Culturally Responsive Educational Systems and [End Page 221] the National Institute for Urban School Improvement, Dr. Kozleski provides leadership for the District 14 School of Education partnership. In addition, she has designed and implemented a qualitative program evaluation methodology that is currently being used to measure the impact of professional development schools on universities and their P-12 partners. Doctor Kozleski's school portraiture methodology combines the use of focus groups, individual interviews, and classroom observations with the analysis of policy documents and other program artifacts. University of New Mexico

David Bjornstad
Oak Ridge National Laboratory

David Bjornstad received a Ph.D. in economics from the Maxwell School at Syracuse University and is an economist with the Oak Ridge National Laboratory in Oak Ridge, Tennessee. His professional interests include economic policy analysis on topics dealing with science policy, energy, the environment and natural resources, applied microeconomic theory, natural resource valuation, and experimental economics. David N. Allen arrived at the University of Colorado in February 2002. As Associate Vice President for Technology Transfer (AVP), he has overall responsibility for the Technology Transfer Office and its management of intellectual property and technology licensing matters across the four University of Colorado campuses. From 1997 to 2002, Dr. Allen was AVP for Technology Partnerships at Ohio State University, Columbus. From 1991 to 1997, he was AVP for Technology and Economic Development at Ohio University, Athens. From 1981 to 1991, he was a professor at The Pennsylvania State University, University Park. He earned a Ph.D. from Indiana University, Bloomington in Political Economy in 1980.
