public benefits, however, and become an implicit subsidy to a small number of direct private
beneficiaries. The Columbia Basin Project (СВР), a major Bureau of Reclamation project for
eastern Washington, is a case in point—an example of federal financing that became, in
effect, a subsidy of irrigation development for private interests.
