    Abstract:
How is the new industrial model of privatization, commercialization, and corporatization altering higher education's traditional mission? To provide policymakers with understanding about the traditional charter between higher education and society, this article defines the concepts of the public good underlying the charter, analyzes the new model's pervasiveness, synthesizes empirical evidence about its effect on the social and public purposes of higher education, and proposes a list of issues and questions for discussion among education and government leaders.

  • Research at the Crossroads: How Intellectual Initiatives across Disciplines Evolve

    Subject Headings:
    • Interdisciplinary approach in education -- Georgia -- Atlanta.
    • Emory University -- Faculty.
    • Academic achievement -- Georgia -- Atlanta.
    Abstract:
How do intellectual initiatives across disciplines evolve? This qualitative case study of 11 interdisciplinary research initiatives at Emory University identifies key factors in their development: the passionate commitments of scholarly leaders, the presence of strong collegial networks, access to timely and multiple resources, flexible practices, and missions of investigating societal problems. Challenges include sweat equity, division of labor, leadership momentum, and communication. The study recommends strategies to consider when developing or supporting similar kinds of initiatives.

  • Policy as Symbol: Title II of the 1944 G.I. Bill

    Subject Headings:
    • Veterans -- Education -- Law and legislation -- United States.
    • Higher education and state -- United States.
    • Education, Higher -- Aims and objectives -- United States.
    Abstract:
The 1944 G.I. Bill is often thought to have democratized higher education in the United States. This paper reviews evidence showing that the G.I. Bill's impact on education enrollments was more limited than is generally recognized. It attributes the gap between the law's perceived and documented effects to the symbolism surrounding postwar educational expansion and concludes by discussing the legacy of the G.I. Bill for contemporary policies in higher education.

  • Understanding Differences in the Choice of College Attended: The Role of State Public Policies
[Access article in HTML] [Access article in PDF]
    Subject Headings:
    • Higher education and state -- United States.
    • College choice -- United States.
    • College attendance -- United States.
    Abstract:
This study uses multilevel modeling to examine, after taking student-level predictors of enrollment into account, the effects of state public policies on the type of institution high school graduates attend. Four types of state policies (direct appropriations, tuition, financial aid, and K-12 academic preparation) influence the type of college high school graduates select. Observed socioeconomic status differences in college enrollment patterns are not explained by the student- and state-level variables in the model.

  • The College-Choice Process for Asian Pacific Americans: Ethnicity and SocioEconomic Class in Context
[Access article in HTML] [Access article in PDF]
    Subject Headings:
    • College choice -- Social aspects -- United States.
    • Asian Americans -- Education (Higher) -- United States.
    Abstract:
This study examines differential college-choice behavior and outcomes among Asian Pacific American (APA) student subpopulations with the goal of examining the extent to which the Asian American population is, in fact, a homogeneous "model minority" in college destinations and decision-making processes. The results suggest that their postsecondary decisions, opportunities, and destinations vary across and within ethnic and socioeconomic class subpopulations, challenging common assumptions about these students and their participation in U.S. higher education.

  • When Does Race Matter in College Friendships? Exploring Men's Diverse and Homogeneous Friendship Groups
[Access article in HTML] [Access article in PDF]
    Subject Headings:
    • Male friendship -- Social aspects -- United States.
    • United States -- Race relations.
    • Minority college students -- United States.
    Abstract:
This qualitative study explores how male students from different racial backgrounds experience racial diversity within racially diverse or homogeneous friendship groups. Based on an inductive analysis of purposive interviews, the author found that diverse friendships among men may result from both an attitude of intentionality with regard to diversity as well as a complete dismissal of difference. Similarly, racial homogeneity among friends is not always intentional, nor does it necessarily lead to racial isolation.
