CONTRIBUTORS TO THIS ISSUE Mark M. Boatner III writes military history full time since retiring from the army as colonel in 1969. While teaching military history at West Pointhe published Military Customs and Traditions as well as The Civil War Dictionary. Since then, he has written two books on the American Revolution and soon will publish a reference book on World War II. Paul Finkelman is a member of the history department of the State University of New York at Binghamton. He is the editor of the sixteen-volume series Shvery, Race and the American Legal System , 1700-1872 and is currently writing a history of the Bill of Rights. David L. Lightner is associate professor of history at the University of Alberta, Edmonton. He is the author of Labor on the Illinois Central Railroad as well as articles on Abraham Lincoln, the Panic of 1857, the Republican party, and other topics. Howard C. Westwood is a partner in the law firm of Covington & Burling, Washington, D.C, and has published numerous articles on the Civil War. ...
