News stories remind us almost daily that anti-American opinion is rampant in every corner of the globe. Journalists, scholars, and politicians alike reinforce the perception that anti-Americanism is an entrenched sentiment in many foreign countries. Political scientist Giacomo Chiozza challenges this conventional wisdom, arguing that foreign public opinion about the U.S. is much more diverse and nuanced than is generally believed. Chiozza examines the character, source, and persistence of foreign attitudes toward the United States. His findings are based on worldwide public opinion databases that surveyed anti-American sentiment in Islamic countries, Europe, Latin America, Africa, and East Asia. Data compiled from responses in a wide range of categories—including politics, wealth, science and technology, popular culture, and education—indicate that anti-American sentiments vary widely across these geographic regions. Through careful analyses, Chiozza shows how foreign publics balance the political, social, and cultural dimensions of the U.S. in their own perceptions of the country. He finds that popular anti-Americanism is mostly benign and shallow; deep-seated ideological opposition to the U.S. is usually held among a minority of groups. More often, Chiozza explains, foreigners have conflicting attitudes toward the U.S. He finds that while anti-Americanism certainly exists, the United States is equally praised as a symbol of democracy and freedom, its ideals of liberty, equality, and opportunity applauded. Chiozza clearly demonstrates that what is reported as undisputed fact—that various groups abhor American values—is in reality a complex story.
The Politics of Institutional Weakness
During the 1990s Argentina was the only country in Latin America to combine radical economic reform and full democracy. In 2001, however, the country fell into a deep political and economic crisis and was widely seen as a basket case. This book explores both developments, examining the links between the (real and apparent) successes of the 1990s and the 2001 collapse. Specific topics include economic policymaking and reform, executive-legislative relations, the judiciary, federalism, political parties and the party system, and new patterns of social protest. Beyond its empirical analysis, the book contributes to several theoretical debates in comparative politics. Contemporary studies of political institutions focus almost exclusively on institutional design, neglecting issues of enforcement and stability. Yet a major problem in much of Latin America is that institutions of diverse types have often failed to take root. Besides examining the effects of institutional weakness, the book also uses the Argentine case to shed light on four other areas of current debate: tensions between radical economic reform and democracy; political parties and contemporary crises of representation; links between subnational and national politics; and the transformation of state-society relations in the post-corporatist era. From Conflict to Integration
Many armed-political movements such as Hezbollah, Hamas, and the Irish Republican Army (IRA) have their roots in insurrection and rebellion. In Armed Political Organizations, Benedetta Berti seeks to understand when and why violent actors in a political organization choose to vote rather than bomb their way to legitimacy. Legislative Member Organizations as Social Networks in the United States and the European Union
Legislative member organizations (LMOs)—such as caucuses in the U.S. Congress and intergroups in the European Parliament—exist in lawmaking bodies around the world. Unlike parties and committees, LMOs play no obvious, predefined role in the legislative process. They provide legislators with opportunities to establish social networks with colleagues who share common interests. In turn, such networks offer valuable opportunities for the efficient exchange of policy-relevant—and sometimes otherwise unattainable—information between legislative offices. Italy, Spain, and Romania, 1870–1945
Dylan Riley reconceptualizes the nature and origins of interwar fascism in this remarkable investigation of the connection between civil society and authoritarianism. From the late nineteenth century to World War I, voluntary associations exploded across Europe, especially among rural non-elites. But the development of this "civil society" did not produce liberal democracy in Italy, Spain, and Romania. Instead, Riley finds that it undermined the nascent liberal regimes in these countries and was a central cause of the rise of fascism. Developing an original synthesis of Gramsci and Tocqueville, Riley explains this surprising outcome by arguing that the development of political organizations in the three nations failed to keep pace with the proliferation of voluntary associations, leading to a crisis of political representation to which fascism developed as a response. His argument shows how different forms of fascism in Italy, Spain, and Romania arose in response to the divergent paths taken by civil society development in each nation. Presenting the seemingly paradoxical argument that the rapid development of civil society facilitated the rise of fascism in Italy, Spain, and Romania, Riley credibly challenges the notion that a strong civil society necessarily leads to the development of liberal democracy. A Four-Nation Study
Civil-Military Relations and Shared Responsibility considers the factors that allow some civilian and military organizations to operate more productively in a political context than others, bringing into comparative study for the first time the military organizations of the U.S., Russia, Germany, and Canada. Refuting the work of scholars such as Samuel P. Huntington and Michael C. Desch, Dale R. Herspring approaches civil-military relations from a new angle, military culture, arguing that the optimal form of civil-military relations is one of shared responsibility between the two groups. Herspring outlines eight factors that contribute to conditions that promote and support shared responsibility among civilian officials and the military, including such prerequisites as civilian leaders not interfering in the military's promotion process and civilian respect for military symbols and traditions. He uses these indicators in his comparative treatment of the U.S., Russian, German, and Canadian militaries. Civilian authorities are always in charge and the decision on how to treat the military is a civilian decision. However, Herspring argues, failure by civilians to respect military culture will antagonize senior military officials, who will feel less free to express their views, thus depriving senior civilian officials, most of whom have no military experience, of the expert advice of those most capable of assessing the far-reaching forms of violence. This issue of civilian respect for military culture and operations plays out in Herspring's country case studies. Scholars of civil-military relations will find much to debate in Herspring's framework, while students of civil-military and defense policy will appreciate Herspring's brief historical tour of each countries' post–World War II political and policy landscapes.
