COMPREHENSIVE DEVELOPMENT AREA ZONES GENERAL BACKGROUN D The 'Comprehensiv e Developmen t Area ' (CDA ) zonin g wa s originall y know n as 'Othe r Us e (Composit e Redevelopmen t Area)' , whic h wa s firs t introduce d in th e 1970 s t o cove r al l stree t blocks . Th e intentio n o f thi s zonin g wa s t o ensure tha t th e lan d zone d would be redeveloped i n a comprehensiv e fashion . In a 'CDA ' zone, there wa s n o Colum n 1 or always permitte d use . This mean s that an y type of new development o r redevelopment need s planning approvals . An example i s shown in Table 9.1. Pursuant t o section 4A(2) of the Town Planning Ordinance, a n applicatio n for permissio n fo r developmen t o n lan d designate d 'Comprehensiv e Development Area' should include a Master Layout Plan (MLP) for the approva l of the Tow n Plannin g Board .
