125 7 THE NEW MALAYSIAN ECONOMIC AGENDA: SOME PRELIMINARY OBSERVATIONS Toh Kin Woon INTRODUCTION This chapter attempts to compare and contrast the much vaunted New EconomicPolicy(NEP)anditslatervariants,viz.theNationalDevelopment Policy(NDP)andtheNationalVisionPolicy(NVP)withtheNewEconomic Agenda(NEA)propoundedbyAnwarIbrahim,theformerdeputyprime minister of Malaysia and de facto leader of Parti Keadilan Rakyat (PKR) (Peoples’ Justice Party in English). This is, however, not an easy task. WhilemuchresearchandwritinghavebeendoneontheNEP,thesame cannotbesaidabouttheNEA,whichisstillverymuchatanearlystageof conceptualization.Itsdetailedcontentsawaitfurtherstrengtheningandfinetuning .Bethatasitmay,thebroadobjectivesandtheunderlyingspiritand underpinningsofthesetwopoliciescanbecomparedandcontrasted.No oneissureastowhethertheNEAwillseethelightofday,andifso,when. Shoulditbeimplementedsometimeinthefuture,itwillbedoneinaspecific socialformationthathasitscontradictions,competinginterests,values,and institutions.Someofthesemayposesevereconstraintsandchallengestothe successful realization of Anwar’s, and by extension, PKR’s new economic agenda. 07MalaysianChin.indd125 9/12/1111:33:34AM 126 Toh Kin Woon STRUCTURE OF THE CHAPTER Inlinewiththeabovestatedobjectives,thestructureofthischapterwillbe asfollows: (i) First,wewilldescribebrieflytherationalebehindtheNEP;itstools ofimplementation;andthesocialcontradictionsthatthispolicyhas engendered.1 (ii) ThisprovidesthecontextforthecontestationagainsttheNEPviathe articulationoftheNEA.Thedifferencesbetweenthesetwopolicieswill belookedat. (iii)TheconstraintsinhibitingthesuccessfulimplementationoftheNEA andthesocialcontradictionsthatitmaypotentiallyengenderwillthen bediscussed. THE NEW ECONOMIC POLICY — ITS OBJECTIVES AND TOOLS OF IMPLEMENTATION TheNEPhasbeenimplementedforclosetofourdecadesnow.Itwasfirst launchedin1971,withtheoverridingobjectiveofbringingunitytoanation thatwasbadlyshakenbyamajorracialconflictthatoccurredtwoyearsbefore itslaunch.Thiswastobeachievedthrough: (i) reducingandeventuallyeradicatingpovertyamongallMalaysians, irrespectiveofrace;and (ii) acceleratingtheprocessofrestructuringMalaysiansocietytocorrect economicimbalancessoastoreduceandeventuallyeliminatethe identificationofeconomicfunctionwithrace.2 POVERTY ERADICATION Thefirstobjectiveentailseradicatingabsolutepovertythroughtheprovision ofincomegeneratingassetsandenhancingthereturnsoftheseassetsto identifiedpoorgroups.Theseassetsincludeland,capitalequipment,skills, andknowledge.Thedistributionoftheseassetstopoorgroupshasbeendone throughlandresettlementschemes;thesubsidizedprovisionofproductive means of production; the expansion of education opportunities at all levels,andskillstrainingandretraining.Inpart,becauseoftheideological orientationofthestateelitethatpromulgatedtheNEP,thefocusofpoverty 07MalaysianChin.indd126 9/12/1111:33:34AM [3.133.12.172] Project MUSE (2024-04-25 00:56 GMT) New Malaysian Economic Agenda 127 eradicationhasalwaysbeenontheraisingoftheproductivityandincome levelsofthepoor,withoutstressingtheclosingofthegapbetweenthe richandpoor.Distributivejusticeamongtheclasseshasnotbeengiven theattentiondue.However,thereisafairamountofattentionpaidto reducingtheincomedisparitybetweenthedifferentraces.Thisperhapsis inlinewiththerace-basedapproachofthedominantUMNOeliteinthe governingstratum. THE RESTRUCTURING OF MALAYSIAN SOCIETY Thesecondprongisbyfarthemorecontroversialofthetwoprongsof theNEP.Itaimstorestructuresocietywithaviewtowardsremovinga coloniallegacyinwhicheconomicfunctionswereidentifiedwithrace. Besides restructuring employment, or, more specifically, enhancing greater Bumiputra participation in the employment structure of the moremodernandproductivesectorsoftheeconomy,thisprongentails nurturingaBumiputraCommercialandIndustrialCommunity(BCIC). Themeasuresadoptedcentreonagreaterroleforthestate,adeparture fromtheearlier,relativelymorelaissezfairestanceofthestate.3 Legislation, such as the Petroleum Development Act (1974) and the Industrial CoordinationAct(1975),theproliferationofstateenterprisesforthe purposeofacquiringassets...
