107 5 MYANMAR’S MEMBERSHIP IN ASEAN: Historical and Contemporary Implications Previouschaptersinthisanalysisconsideredthehistoricalimplications andcontemporarychallengesofdomesticinstabilityinMyanmar.This hasincludedananalysisofsuchissuesashumanrightsandenvironmental exploitation,varioustransnationalsecuritychallenges,andthestrategicimpact ofMyanmar’srelationswithThailandandChina.Inparticular,theanalysis identifiedthatwhilethelikelihoodofwide-scalearmedconflictbetween MyanmarandThailandiscurrentlylittlemorethanaremotepossibility, itisnotunforeseeable.Thispossibilityinitselfexcludestheexistenceofa securitycommunity.Further,theanalysishasalsosuggestedcertaindifficulties asfarasthecommunityaspectofthetheoryisconcerned.Inthiscontext, thischapterexploreshowthefailureoftheSPDCtorespondtoapolicyof constructiveengagementhasaffectedbothASEAN’sinternationalstature and,morespecifically,itscohesion.Aslateranalysiswilldemonstrate,the MyanmarissuehasforcedsomeeliteswithinASEANtoquestiontheprimacy oftheASEANWay,includingitsprincipleofnon-interference.Inturn,this hasexacerbatedthedividebetweenthosewhowantreformintheAssociation andthosewhowishtoretainthestatusquo.Giventhefundamentalnature oftheprincipleofnon-interferencetotheoperationofASEAN,continued normativedivisionswillalsoinhibittheemergenceofanelite-levelcollective identity.Anunderstandingoftheseconsequencesisvitaltotheconcluding analysisinthefinalchapter. 05AseanMyanC.indd107 11/20/091:54:54PM 108 ASEAN’s Myanmar Crisis THE ASEAN WAY AND NON-INTERFERENCE — A NORMATIVE SYNOPSIS RegionalscholarssuchasKusumaSnitwongsehaveinterpretedthelanguage oftheBangkokDeclarationthatestablishedASEAN—includingthe members’“stabilityandsecurityfromexternalinterference”—asanelite movetodeepenthesalienceofanumberofnormativerulesthatprovidethe basisofwhathasbecomeknownastheASEANWay.Thecorecomponents oftheASEANWayare(i)consensus-baseddecisionmaking;(ii)arespect fornationalsovereignty;and(iii)non-interferenceinthedomesticaffairs ofothers.1 Suchaninterpretation,atleastasfarastherhetoricofASEAN isconcerned,isalsosupportedbytheBangkokDeclaration’sreferenceto theprinciplesoftheUnitedNationsCharterwhich,amongotherthings, includestheprincipleofnon-interference2 —awellestablishedprinciple ofthemodernWestphalianstatesystem.3 However,thebehaviourofthe memberstatestendedtoreflectthisnormativeidealonlywhenfacedby externalcommonthreats.Historically,thelimitedexamplesofsuchcohesion werefurtherrestrictedbecauseofthebipolarcleavagesoftheColdWar. RegardlessofthelimitationsoftheBangkokDeclaration,theformationofthe Associationwasatleastimportantforestablishingacultureofconsultation —whetherthatbeatakaraokebaroratagolfcourse.4 WhilesomeanalystshavesomewhatcynicallyinterpretedtheASEAN Waytomeanlittlemorethansimply“leaveusalone”,5 therealityissomewhat morecomplex.Thus,theASEANWaydoesnotmeanthattheASEANstates areapathetictowardsoneanother,orthattheyareneverinvolvedinthe internalaffairsofanothermember,butpointsratherto(i)theavoidanceof publiccriticism;and(ii)theprovisionofsupport“ifaneliteisthreatened byinternalrebellion”.6 Consequently,theideaofhelpingneighbouring governmentsand“actingasamutualsupportgroup…isverymuchthe essenceofASEAN”7 and,asAlanCollinsadds,suchnormativeruleshavethe practicaleffectthatsecurityisconsideredtobeverymuchsynonymouswith domesticstability.8 Inlinewiththeseprinciples,anycooperationbetween memberstateswastobe,atalltimes,mutuallybeneficialandofmutual interest,withanabsoluteassertionofsovereigntyaswellasanunqualified rightofveto.Thissocio-culturalaspectofASEAN’snormativebehaviouris understoodastheprocessofconsensuallybaseddecisionmaking.Inorder toadheretothis,theASEANstateshavealso“traditionally”hadanaversion toanyformofintegrationbetweennationalgovernments—alsoviewedas acontraventionofnon-interference—asthiswouldhavedemandedthe transferofatleastsomedegreeofnationalsovereigntytothesupranational 05AseanMyanC.indd108 11/20/091:54:54PM [3.21.231.245] Project MUSE (2024-04-25 10:40 GMT) Historical and Contemporary Implications of Myanmar’s ASEAN...
