83 3 TOWARDS THE “ULTIMATE OBJECTIVE” OF ONE-MEDIUM EDUCATION Theself-governmentgrantedbytheBritishtotheAlliancePartyin1955was returningpartialpowertothelocalpeopleofthecountry.Thiswasfollowed twoyearslaterbytheBritishrelinquishingpoweraltogetherandMalaya becomingindependent. Astobeexpected,thepoliticalchanges,likeinprevioustimes,had ramificationsintheeducationalfield.TheAlliancePartywasledbyUMNO, aMalayorganization.Withpowerinitshands,UMNOaspiredandtook stepstopursuean“ultimateobjective”ineducation,whichwastousethe Malaylanguageasthemainmediumofinstructioninallschools.This objectivestillholdstoday. The objective was called ultimate because UMNO realized, for variousreasons,thatthiscouldnotbeachievedovernight.Itwasreadyto accommodatethesevariousreasonsandaimedtoreachtheobjectiveonly ultimately. ThischapterwillattempttochartthecoursewhichUMNOpursuedto achieveitsgoal,asthisimpactedonChineseeducationfromtheyear1955, whenself-governmentwasrealized,to1969,whichwasaturningpointinthe historyofthecountryafterwhichthereweremomentouschangesagainin thefieldofeducation.TheAlliancePartywasabletowrestself-governmentat first,andfinally,evenindependencefromtheBritishbecauseitscomponent parties,UMNO,theMCA,andMIC,couldreachacompromiseamongst themselvesonwhatshouldbetherespectivestatusoftheMalay,Chinese, 03CSPM'sia.indd83 12/27/104:01:20PM 84 Chinese Schools in Peninsular Malaysia andIndianracesinanewcountry.Theunderstandingworkedwellformany years,butby1969eachcommunityhadbecomedissatisfiedwithwhatthe otherswereenjoyingandanexplosionoccurred.Racialriotsbrokeout. TOWARDS INDEPENDENCE Between1955and1957,theAlliancePartyledbyTunkuAbdulRahman, negotiatedwiththeBritishforindependence.Thetalksweresuccessfuland thecountrybecameindependenton31August1957,withtheTunkuasthe primeminister.1 In1955,soonafterobtainingself-government,TunkuAbdulRahman alsonegotiatedwiththecommunistsforanendtotheiruprising.Bythis time,thefightofthecommunistshadgotnowhere.Thetwosidescould notagreeonthetermsofpeace,however,andthetalksfailed.Theposture adoptedbytheTunkutowardsthecommunists,insistingonthedissolution oftheirpartyandthewoundingupoftheirmovement,satisfiedtheBritish, whichcontributedsignificantlytotheiragreeingtoletMalayabecome independent.2 DuringtheprocessofthenegotiationsbetweentheAlliancePartyand theBritish,thelatterappointedacommission,headedbyaLordReid,to prepareaconstitutionforanindependentMalaya.Simultaneously,the componentpartiesintheAlliancePartynegotiatedamongthemselveson whatstatuseachofthecommunitieswhichtheyrepresentedshouldhave intheprojectednewpoliticalset-up.Reid’scommissiontookintoaccount theircompromisesandagreements.3 Inbrief,whatUMNO,theMCA,andMICagreedonwasthatthe Malayswouldenjoypoliticaldominanceinthecountrywiththerighttoraise theireconomicposition,whiletheChineseandtheIndianscouldcontinue withtheirbusinessandothereconomicactivitiesasbefore.4 THE ULTIMATE OBJECTIVE AND NEAR PARITY TREATMENT FOR SCHOOLS OF ALL LANGUAGE STREAMS The Razak Report, 1956, and the Education Ordinance, 1957 Becauseoftheburningurgetoachievethe“ultimateobjective”ineducation, thenewgovernment,aftertheelectoralvictoryin1955,promptlyappointed acommitteetoreviewtheeducationsysteminthecountryanddevise anewset-up.Itwasheadedbythethenministerforeducation,Abdul Razak,andconsistedofmembersfromthecomponentorganizationsofthe 03CSPM'sia.indd84 12/27/104:01:20PM [3.146.152.99] Project MUSE (2024-04-26 02:00 GMT) Towards the “Ultimate Objective” of One-medium Education 85 AllianceParty.Thecommittee’sreportwasacceptedbytheLegislative Council in June 1956 and became the basis for the enactment of an EducationOrdinanceinJulythefollowingyear,justonemonthbeforethe countrybecameindependent.5 Thereportandtheacttookintoaccountthe agreementsreachedbetweenUMNOandtheChineseeducationistsatthe Malaccameetingin1955,andthevariouspromisesoneducationreflecting thoseagreements,anddeclaredincampaigningbytheAlliancePartyinthe...
