53 4 HAS GENDER ANALYSIS BEEN MAINSTREAMED IN THE STUDY OF SOUTHEAST ASIAN POLITICS? Susan Blackburn INTRODUCTION Abouttwentyyearsago,someofusfeministscholarsbecameexasperated at the neglect of gender in writing on Southeast Asian politics and held a conference at Monash University to discuss the matter. As women, we wereoffendedbytheinvisibilityofoursexinpoliticalscience,andbythe discipline’sfailuretoacknowledgethatitsconcepts(forexample,class)were gendered.1 The conference in 1987 gave rise to a book edited by Maila Stivens entitled Why Gender Matters in Southeast Asian Politics,2 which launched an attack on the political science discipline for its neglect of genderasfaraswritingonSoutheastAsiawasconcerned.Mychapterin thatvolumeanalysedanumberofmainstreampoliticstextsonSoutheast Asiaandnotedtheirabysmallackofinterestinanythingrelatingtogender. Two decades later, I am revisiting this question to see what, if anything, has changed. When we held our earlier conference, feminism had only justbeguntoinfluencethestudyofSoutheastAsia.3 Manyfeministworks relevant to Southeast Asian politics have now been written, and I will refertosomeoftheminwhatfollows.Canwenowseetheirimpacton mainstreampoliticswriting? 04GTSEA.indd53 9/9/092:25:47PM 54 Susan Blackburn ThetaskIposedformyselfwastoexaminesomemainstreampolitical writingaboutSoutheastAsiainthelastfivetotenyears,roughlysincethe Asianfinancialcrisiswhichhadconsiderablepoliticaleffectsinsomecountries. ThequestionIaskedwas:IfyouwantedtofindoutaboutSoutheastAsian politicsduringthelastdecade,whatgeneralbooks(thatis,notspecifically aboutwomen)wouldyouturntoandwouldtheytellyouanythingabout womenorgender?SincethereareveryfewgeneralbooksonSoutheastAsian politics,Ialsochosetolookatsomepoliticalscienceworksonthethree SoutheastAsiancountrieswithwhichIammostfamiliar:Indonesia,Malaysia andVietnam.Ichoseonlyscholarlyworks,soastogainabetterinsight intothedisciplineofpoliticalscience,andIaimedtoincludeauthorsfrom bothinsideandoutsidetheregion.AlthoughallthebooksareinEnglish, theygiveareasonablecoverageofscholarlywritingbecauselocalscholars contributetobooksinEnglishtoreachawidermarket.Thefollowingtables (seeTables4.1–4.4)dividethebooksIwillbeanalysingintofourcategories: generalworksandthoseonthepoliticsofthethreeSoutheastAsiancountries Ihaveselected. Thismakesatotalofsixteenbooks,toomanytoexaminehereingreat detail.Myaimistoseewhatgeneralstatementscanbemadeaboutgender mainstreaming in this literature.The authors of these books come from Australia,NorthAmericaandEuropeaswellasfromSoutheastAsia,and whilethevastmajorityofauthorsaremen,womenarealsorepresented.
