17 2 CHINESE INDONESIANS IN INDONESIA AND THE PROVINCE OF RIAU ARCHIPELAGO: A DEMOGRAPHIC ANALYSIS1 Aris Ananta Evi Nurvidya Arifin Bakhtiar Introduction InspiteofthejoyethnicChineseinIndonesiahaveknowninthelasteight years,thesizeoftheirpopulationremainsdebatable.Notsurprisingly,it wasdifficulttofindaccuratestatisticsonChineseIndonesians.Itisnoteasy toproducethestatisticsbecausethereisstillnoconsensusonwhoChinese Indonesiansare,evenamongChineseIndonesiansthemselves.EthnicChinese havebeenlivinginIndonesiaformanygenerationsandhaveexperienced manydifferentpoliticalattitudestowardsthem.2 Furthermore,itwasevenapoliticaltabootoproducestatisticsonthe ethniccompositioninIndonesiaduringtheSoehartoperiod(1967–98) forthesakeofnationbuildingunderthesloganofBhinnekaTunggalIka, orunityindiversity.EverythingrelatedtoChinesenesshadalsobeenseen withsuspicion.Notsurprisingly,thepoliticalsystemhadresultedinan unwillingnessandalackofconfidenceamongChineseIndonesianstoidentify themselvespubliclyasChineseduring1967–98.Thisattitudetowardsthe 02Ethnicn.indd17 9/23/082:43:08PM 18 Aris Ananta, Evi Nurvidya Arifin, Bakhtiar ChineseandChinesenessaggravatedtheproblemofproducingstatisticson ChineseIndonesians. Soeharto’sfallfrompowerwasaturningpointfortheChinesein Indonesia.ThecountryunderPresidentAbdurrahmanWahid(GusDur)took apositivestepbyabolishingsomeofthediscriminatorylawsagainstChinese Indonesians.TheChineseLunarNewYear,knownlocallyasImlek,hadbeen freelycelebrateduntiltheabortive1965coupwhenitwasbannedforabout threedecades.Itwaslatermadeanoptionalholidayunderthepresidencyof GusDur.Hissuccessor,MegawatiSukarnoputri,furthermadeitanofficial nationalholidayin2002andithasbeencelebratedthroughoutIndonesia sincethen.Liondancesandredlanternsproliferateinmanycitiesduring ChineseNewYearcelebration.Mandarincourses,forexample,havealsobeen mushroomingandtherehavebeenmanynon-ChineseIndonesianstaking thecourses.Moreimportantly,thenewlawoncitizenshippassedin2006, seenasarevolutionarystepinendingdiscriminationagainstcertaingroups ofIndonesians,3 includingChineseIndonesians,haslegallyallowedChinese Indonesianstoholdseveralgovernmentposts,includingthepossibilitytobe thepresidentoftheRepublicofIndonesia.Thelawremovedthedistinction between“indigenous”and“non-indigenous”Indonesiansbyredefining “indigenousIndonesian”toincludeallcitizenswhohaveneverassumed foreigncitizenship. WiththisnewandpositiveattitudetowardstheChineseandChineseness, ChineseIndonesiansnowhavetheconfidencetostatewhotheyare,though theythemselvesmaybeconfusedintheirunderstandingoftheirethnicity.The ChineseinCentralJava,forexample,mayidentifythemselvesasIndonesian, Chinese,orJavanese—buttheymayalsouseadifferentidentification dependingonthesituation.Chua(2004)hintedthattheonlyclearthing distinguishingthemfromthepribumi(indigenous)weretheirskincolour andeyeshape.Koning(2006)arguedthatsomeofthemmaynotdefine themselvesasChinesethoughthereisnopoliticalpressuretodoso.Thisis thecasenotbecauseoftheirlackofconfidence,butbecausetheyfeelthey donotbelongtoit.TurnerandAllen(2007)interpretedthisphenomenonas theemergenceoftheprocessofre-identificationamongChineseIndonesians. Itisnolongeranenforcedassimilation.
