48 3 INDONESIAN GOVERNMENT POLICIES AND THE ETHNIC CHINESE: SOME RECENT DEVELOPMENTS Eddie Lembong ThischapteraimstoexamineIndonesiangovernmentpoliciestowardsethnic Chinesewithspecialreferencetorecentandnewdevelopments.However, asWangGungwuhasnotedinoneofhisbooks,“[I]tisnotreallypossible tounderstandwhatseemstobenew,withoutreferencetothepast.”1 Ishall thuspresentahistoricalbackgroundbeforediscussingthevariousgovernment policies. PRE-COLONIAL AND COLONIAL PERIODS: THE ORIGINS OF THE ETHNIC TENSION TheChinesehadarrivedinSoutheastAsiaingeneralandinIndonesiain particularlongbeforethecomingoftheWesternpowers.Someofthem wereMuslims,andtheirnumbersbegantoincreaseinthefifteenthcentury, coincidingwiththesevenvoyages(1405–32)ofAdmiralZhengHe.These ChineseMuslimsposednoproblemsfortheIndonesianpopulationasthey wereabletoassimilateintothelocalcommunities.2 However,thepositionoftheChinesebegantochangeafterthecoming oftheWest,especiallyaftertheDutchhadestablishedtheircolonialrule. 03Ethnicn.indd48 9/23/082:44:44PM Recent Developments in Indonesian Government Policies Towards Ethnic Chinese 49 TheDutchdividedtheinhabitantsintheDutchEastIndies(colonial Indonesia)intoatleastthreeracialgroups:Europeans(particularlyDutch), foreignorientals(particularlyChinese),andtheindigenouspeople.These differentracialgroupsplayeddifferenteconomicroles.TheDutchwere inthewholesalebusiness,theChineseinintermediarytrade(actingas middlemen),whilemembersoftheindigenouspopulationwerefarmersand smalltraders.3 Infact,theDutchintroducedthis“DivideetImperia”(divideandrule) policytobolstertheircolonialrule.Theyfearedthatiftherewasracialunity betweentheindigenouspeopleandtheChinese,itwouldthreatenandeven putanendtotheircolonialrule. TheseparatenessoftheChinesefromotherracial/ethnicgroupsin colonialIndonesiawasafactoflife.4 However,theChinesethemselveswere dividedintoatleastthesingkeh(totok)andperanakan(local-bornwithmixed blood).TheriseofChinesenationalismintheearlytwentiethcenturyalso resultedinthereorientationoftheChineseinIndonesiatowardsChina. ModernChineseschoolsweresetupandmanyethnicChinesechildrenbegan tolearntheChineselanguageandChineseculture.TheTiongHoaHwee Koan(THHK)movement,oftenknownasapan-Chinesemovement,broke outintheDutchEastIndies.5 TheDutchauthoritiesattemptedtosuppress this“overseasChinesenationalism”byintroducingtheDutchcitizenshiplaw andestablishingDutchandnativeschoolsforChinesechildren.6 Politically andculturally,theChineseincolonialIndonesiaweredivided. UndertheJapaneseOccupationofIndonesia(1942–45),newpolicies impactedtheChinesewhenthenewrulerstreatedthemasonepopulation. NoDutchschoolswereallowedandallChinesechildrenwereforcedto learnJapaneseandChinese.7 Assuch,peranakanChinesechildrenwereput througha“resinicization”process. InAugust1945,Japansurrendered.TheDutchreturnedintendingto reinstatecolonialruletothewholeofDutchEastIndies.However,Indonesian nationalistsrefusedtoaccepttheDutch.Whenclashestookplacebetween theindigenousIndonesiansandtheDutch,theChinesewerecaughtinthe middle. Undercolonialrule,theChinesegraduallydevelopedintoatrading minorityplacedbetweentheDutchandtheindigenouspopulation.They wereoftenperceivedbytheindigenouspopulationas“economiccreatures” andpoliticallyclosertotheDutchthantotheindigenouspopulation.During theIndonesianrevolution(1945–50),theDutchauthoritiespurposelycreated theimpressionthattheChinesewereontheirsideandagainstIndonesia’s independence,thusincitinghatredamongtheindigenouspeopletowards 03Ethnicn.indd49 9/23/082:44:44PM [3.144.124.232] Project MUSE (2024-04-19 12:06 GMT) 50 Eddie Lembong theethnicChinese.Aseriesofanti-Chineseincidentserupted.Infact,the situationwasmuchmorecomplicated.TheChinesewerenotahomogeneous group,andmanysidedwiththeindigenouspopulation.
