Youpassusbyandsniggeratoursub-humanstatus, Notintheleastrealizinghowourblood,sweatandtears, Contributedtothecomfortandtheopulence, Younowenjoy!1 Malaysiasawrobusteconomicgrowthfromthelate1980s,bringinggeneral prosperity and a new confidence among large sections of the populace. Divisivedebatesoverlingeringethnicissuesweresubmergedinthe“feelgood ” environment of the 1990s. A series of mega-projects took shape afterthefederalgovernmentlauncheditsthirty-yearnationaldevelopment blueprint in 1991 to attain developed nation status by the year 2020. Dubbed Vision 2020, it envisioned a nation that is “fully developed in termsofnationalunityandsocialcohesion,economy,socialjustice,political stability,systemofgovernment,qualityoflife,socialandspiritualvalues, nationalprideandconfidence”.2 Paradoxically, the socio-economic situation of Indian Malaysians deterioratedduringthisperiodwithmanyinthecommunityincreasingly feelingangry,neglectedandvictimized,athemearticulatedbyAndrew Willfordinchapter24inthisvolume.Academicandjournalistic3 writings begantorefertotheIndiansasthe“disenfranchised”,the“marginalized”,the 21RisingIndia.indd375 8/21/086:03:18PM 376 S. Bytheturnofthetwenty-firstcentury,Vision2020’sgoalofcreating “amatured,liberalandtolerantsocietyinwhichallMalaysiansarefreeto practiseandprofesstheircustoms,culturesandreligiousbeliefsandyetfeel thattheybelongtoonenation”appearstohavegoneawry.InMarch2001, ethnicviolencebrokeoutinsouthernPetalingJaya.Ethnicandreligious tensionshaveresurfacedwithgreaterintensityinthelasttwoyears. ThischapterlooksatdevelopmentsintheIndianMalaysiancommunity sincethe1980s,thefactorsthatledtoitsfurthermarginalizationandthe newchallengesitfaceswith“creepingIslamization”. CONDITION OF MARGINALITY Thesocio-economicdataonIndiansinMalaysiahasoftenbeencontradictory. Officialstatistics4 indicatetheIndiancommunityhasbeenrelativelybetteroff. Itsmeanmonthlygrosshouseholdincomein2004wasRM3,456(US$1,040) (incurrentprices),whichisabovethenationalaverageofRM3,249andhigher thantheRM2,711recordedforthebumiputra5 community.Incidenceof povertyamongIndians,asmeasuredbytheofficialpovertyline,hasdecreased from39.2percentin1970to2.9percentin2004,whileitremainedthe highestamongbumiputraat8.3percentin2004.TheIndiancommunity hasadisproportionatelyhighershareofdoctors,lawyers,veterinarysurgeons anddentists,eventhoughitspopulationwas1.83millionin2005,making uponly7.5percentofthecountry’s24.36millioncitizens.6 Ontheotherend,communityleadersandnon-governmentalorganizations haverepeatedlydisputedtheofficialfigures,sayingtheyunderstatethepoverty levelamongIndiansanddonotreflectgroundreality.7 Theyassertthatofficial figureshavebeenmanipulatedtodenystatedevelopmentfundstoaddress therootcausesofthecommunity’ssocio-economicmarginalization.They pointtothefactthatrapidindustrializationandurbanizationhaveuprooted Indianfamiliesfromtheirplantationsettlements.Suicidecasesarehighest amongtheIndiansandthemaincausescitedarepoverty,alcoholism,high schooldropoutratesandunemployment.8 Adisproportionatelyhighnumber ofIndianyouthsareheldunderpreventativedetentionlawsforsuspected involvementincrimeorgang-relatedactivities.9 Thesecontrastingsituationsarerootedinthenatureandcomposition ofIndianmigrationintoMalayafrom1786to1941.Theoverwhelming majority(72.5percent)ofthemigrantswerelabourersandonly27.5per centwereprofessionals,teachers,clericalstaffandtraders(Sandhu1969, 21RisingIndia.indd376 8/21/086:03:18PM [13.59.36.203] Project MUSE (2024-04-24 05:54 GMT) Indians in Malaysia: Towards Vision 2020 377 p.159).Whiletheurban-basedprofessionalsandclericalstaffwereable toplugintothemodernizingeconomytoaccumulatewealthandprosper, mostIndianlabourersremainedcocoonedintherubberplantations.When thecountry...
