A Synthesis Report 31 connected to the ability of governmental and non-governmental actors to draw lessons from previous experiences and design adapted frames for furtheractionthatgobeyondthesymptomsofdifficultiesthathavepersisted to address their structural sources. For this purpose, OSIWA might give consideration, in defining its overall strategy for the enhancement of the prospects for a well-rounded system of democratic governance in West Africa, to convening policy dialogues on a number of issues. Proposed Policy Dialogue Themes Obviously, there is no shortage of topics on which, potentially, policy dialogues for the enhancement of governance in contemporary West Africa could be organised. However, from the point of view of pertinence, and in the light of the broad calendar of political events taking place in 2007, it would seem that three concerns are especially central to the contemporary challenges of governance in the sub-region to merit the focused attention of OSIWA. They include: z The Politics of Succession in West Africa; z Corruption and Social Citizenship; z Youth Identity and Participation. Using its convening power, OSIWA is encouraged to invite key policy players within and outside government (civil society, the private sector, and the research community) to engage in a problem-solving focused discussion around a carefully defined set of questions on any—or, if resources permit, all—of the suggested priority issues. ...
