GENERALCROOK’SPROPOSEDCAMPAIGN. Crookwasonhiswayto[Fort]Laramietohaveaconference withGeneralSheridan,andsinceMajorMearshadlefttheRedCloud AgencyhehadlearnedthatanactiveWintercampaignagainstthe hostileSiouxhadbeendeterminedupon.Itwillbeconductedmainly withtheSecond,Third,FourthandFifthCavalryregiments,allof thesewiththeexceptionoftheFourthCavalryhavingtakenpartin theSummercampaign.SixcompaniesoftheFourtharenowlying attheRedCloudAgencyandtheothersixaredownintheIndian TerritoryandwillbeorderedbacktoRedCloud;as,inaccordance withthelateActofCongress,eachcompanyistoberecruitedupto itsfullstrengthof100men,thenominalforceinallwillbe12,000. Allowingone-thirdasnon-combatants,therewillremainaforceof 8000menforactualservice.Thecampaignwillbedirectedtoward thecountryintheneighborhoodofSlimButtes,thelocalitywhere CrooklatelygavetheSiouxtheirseverebeating,andwillbeinaugurated immediately.MajorMearsestimatesthehostileforceat about2000under“SittingBull”and“CrazyHorse,”andnotmore. Hebelievesthatatthebeginningofthelatecampaign,thehostile Siouxweregreatlyunderestimated,andthatsincetheCusterMassacre thatanoppositetendencytooverestimateprevails.Asan example,onAugust10th ,whentheSpottedTailAgencywasturned overtoMajorMears’temporarycharge,9135Indianswerereported asunderitscontrol.Byactualcount,includingwhites,squaw-men andhalf-breeds,4700onlywerefound.Atthesametime,onMajor JordantakingcontroloftheRedCloudAgency,12,000werereported byactualcount.1 1.ThesevastdiscrepanciesbetweenthenumberofIndianslistedandtheactualcount ledtochargesthatthefigureshadbeeninflatedtoallowtheIndianagentstoprofitfrom thedifference,chargesthatcontinuetoappearinmodernworks.Theactualreasonswere morecomplicated.Thegovernmentrationdeliveriesin1875and1876werenotadequate tofeedtheIndiansonthereservations,ifeachfamilyreceiveditsofficialallotment.To avoidwidespreadsuffering,aswellasapotentialuprisingamonghungryIndians,theagents deliberatelyinflatedthefigurestoassurethateachfamilyreceivedenoughtosurvive.
