ix Acknowledgments Many people worked on this volume, and it is not possible to mention them all here. A few, however, deserve special thanks. Ines Hartwig, Dirk Reyntjens, and their colleagues at the European Commission ’s Directorate-General for Employment, Social Affairs, and Inclusion, first suggested the project and provided funding to bring paper authors and other expert discussants together. They also asked the authors probing questions and gave them incisive comments that helped shape the final papers that are published in this volume. Phoebe H. Cottingham, formerly commissioner of the National Center for Education Evaluation and Regional Assistance, within the U.S. Department of Education’s Institute of Education Sciences (IES), helped structure and organize the entire project. She helped select the authors, guided them through the process of writing and rewriting their papers, and then brought all their good work together in this volume. In short, her broad knowledge, wisdom, and enthusiasm infuse this volume. Patrick Tiedemann of the University of Maryland’s Center for International Policy Exchanges organized the Washington, D.C., conference at which first drafts of the papers in this volume were presented, and assisted in their finalization for this volume.
