151 At its peak, the SPMDTU consisted of about sixty-five councils, surpassing sixty as early as 1937 in Colorado and New Mexico, with three more commissioned in Utah during the 1940s. An exact count is difficult to determine because some councils went inactive for a period of years, were decommissioned , and reorganized later, resulting in the use of duplicate or omitted council numbers. Other councils were terminated altogether due to movements of people in search of employment in the defense and construction industries, leaving some villages depopulated for a time. The smaller councils or those with declining membership were often consolidated into a nearby council in order to sustain participation and continue life insurance coverage for members who opted to remain active in the society for its highly valued material benefits and popular social functions. In 1961, when total membership was already in a decline trend, sixty-four listed councils were organized into seven districts across the tristate area, but only forty-five were reported as active, with 1,212 insurance certificates in force.
