DelaysinsecuringrailtransportfromDenvertoSanFrancisco,however, causedtheArmytorelegatetheColoradoanstothesecondfleet. TheAustralia,Sydney,andCityofPeking,comprisingthefirstfleet, thereforesailedfromSanFranciscoonMaywithouttheFirst Colorado. On their way to Hawaii, however, they spotted the China inboundtoSanFrancisco,andpredictedshe’dsoonfollowwithmore troops. Infact,thePacificMailCompanyleasedtheChina,uponher arrivalinCalifornia,totheUnitedStatesArmyfor$,aday,tohelp carrythesecondexpeditiontothePhilippines. SincetheArmy’sprewar missionhadrevolvedaroundcoastaldefenseinstallationsandwestern garrisons, the government owned no troopships, and had to rely on leasedmerchantvessels. OnboardtheChina,theColoradomenwerejoinedbytwocompanies oftheEighteenthUnitedStatesInfantry,twobatteriesoftheUtahLight Artillery,anddetachmentsofUnitedStatesEngineersandthehospital corps.
