Chapter 1 Africa’sApartheidParks The word “ivory” rang in the air, was whispered, was sighed. You would think they were praying to it. —Joseph Conrad, Heart of Darkness Hermann v on WissmannwasoneofGermany’smostrenowneda frican explorers.a travelwriterandbig-gamehunter,Wissmannwasbest knownforhavingtraversedthesouthernCongobasinonbehalfofLeopold II,kingoftheBelgians,intheearly1880s.Chancelloro ttovonBismarck lateraskedhimtogovernGermaneasta frica(whichhedidintermittently from1888to1896),notleastbecausehewasskilledatsuppressingcolonial revolts.o utwardly,therewaslittleaboutWissmann’scareerthatdistinguished himfromothera fricanimperialistsofhisday—r ichardBurton, JohnSpeke,Cecilr hodes,FrederickCourteneySelous,H.m.Stanley,and CarlPetersamongthem—exceptinoneregard:hewastheprimarychampion ofaninternationalconferencethatwouldresultintheLondonConvention forthePreservationofWilda nimals,Birds,andFishina fricain 1900(hereafterthe1900LondonConvention).1 a ll of a frica’s major colonial powers attended the conference and signed the 1900 London Convention: Great Britain, France, Portugal, Spain,Belgium,Germany,andItaly.Thefirstfourhadcolonizedpriorto Africa’sApartheidParks|15 the1880s,mostlyalongthea fricancoastline.Britain’shistoricalstronghold layintheCapeColony(thenucleusoftoday’sr epublicofSoutha frica ),onthecontinent’ssoutherntip.TheSuezCanal,completedin1869, alsogaveBritainatoeholdinegypt,thoughthatregionwasstillnominally undertheo ttomanempire’scontrol.a lgiers(a lgeria)wasFrance’smost importantcolony,butsomeofthecoastaltownsandhinterlandsofwestcentral a frica(thenucleusofSenegal,Gabon,andafewotherregions) werealsowithinitsorbit.Portugalcontrolleda ngolaonthea tlanticside ofthecontinentandmozambiqueontheIndiano ceanside.TheSpanish influencewaslargelylimitedtotheCanaryIslandsandacoupleofspecks (CeutaandFernandoPo)alongthenorthernandwesterncoastline.2 Belgium,Germany,andItalywerenewcolonialpowers.TheBelgian presencebeganinthemid-1880swhenLeopoldIItookpossessionofthe CongoFreeState(laterZaireandnowtheDemocraticr epublicofthe Congo),deepintheheartofa frica,andruleditashispersonalfiefdom.a brutaloverlordevenbyeuropeanstandards,LeopoldIIturnedhisCongo colonyintoarubber-,copper-,andivory-producingsweatshopuntilhis deathin1909,whenitwasturnedovertoamuch-embarrassedBelgian governmenttoadminister.Germany’spresenceina fricaalsobeganinthe mid-1880s,whenBismarcktookpossessionofGermaneasta frica(roughly TanzaniaminusZanzibar),GermanSouthwesta frica(n amibia),Togoland (TogoandpartofGhana),andtheCameroons(Cameroonandpart ofn igeria).TheItaliansseizedmostofSomaliland(Somalia)in1885.3 Thecolonizationofa fricaproceededslowlyuntilthe1880s,butonce theparvenupowersarrived,europeanstatesmenbeganmeetingperiodically tosettletheirdifferencesandforgecommonpolicies.a ttheBerlin Conference(1884–85),theyestablishedtherulesofthegameforfuture landgrabs,agreeingthatcolonizinggovernmentshadtotakerealpossession ofthelandtheyclaimedwithsettlersandtroops,notjusttakepaper possessionthroughfancifulmapsandcolorfulflags.Followingtheprinciple ofso-calledfreetrade,theyalsobannedimportandtransitdutiesin thecolonizedterritoriesandsetuptheframeworkforfutureconsultations amongthecolonialpowers.Fouryearslater,attheBrusselsConference (1889),theydecidedtostampouttheinternalslavetrade,whichwasstill extantinZanzibarandsomeothera rab-controlledregionsofa frica.They alsodecidedtorestrictthetypesoffirearmsandammunitionthatcouldbe soldtoblacka fricansbetweenthetwentiethparallelnorthandtwentieth parallelsouth(roughlysouthoftheSaharaandnorthofBoerterritory)and tosanctiontheintroductionofcolonialgunlicensesandbig-gamehunting [18.222.115.179] Project MUSE (2024-04-25 14:22 GMT) 16|TheGameofConservation restrictions.a fewyearslater,theCongoFreeState,France,andPortugal metseparatelytosignandratifytheCongoBasinConvention(1892),which createduniformexportduties...
