Appendix A TextsofAfricanTreaties ConventionforthePreservationofWild Animals,Birds,andFishinAfrica. SignedatLondon,May19,1900 (The“1900LondonConvention”) Beingdesirousofsavingfromindiscriminateslaughter,andofinsuringthe preservationthroughouttheirpossessionsinAfricaofthevariousformsof animallifeexistinginawildstatewhichareeitherusefultomanorareharmless, [thepartieshereto]haveresolved,ontheinvitationaddressedtothemby theGovernmentofHerMajestytheQueenoftheUnitedKingdomofGreat BritainandIreland,EmpressofIndia,inaccordwiththeGovernmentofHis MajestytheGermanEmperor,KingofPrussia,toassemblewiththisobjecta ConferenceatLondon...[whichhas]adoptedthefollowingprovisions: Article I ThezonewithinwhichtheprovisionsofthepresentConventionshallapply isboundedasfollows:Onthenorthbythe20thparallelofnorthlatitude ,onthewestbytheAtlanticOcean,ontheeastbytheRedSeaandby TextsofAfricanTreaties|155 theIndianOcean,onthesouthbyalinefollowingthenorthernboundary oftheGermanpossessionsinSouth-WesternAfrica,fromitswesternextremity toitsjunctionwiththeRiverZambesi,andthencerunningalong therightbankofthatriverasfarastheIndianOcean. Article II TheHighContractingPowersdeclarethatthemosteffectivemeansofpreserving thevariousformsofanimallifeexistinginawildstatewithinthe zonedefinedinArticleIarethefollowing: 1. Prohibitionofthehuntinganddestructionoftheanimalsmentioned inScheduleIattachedtothepresentConvention,andalsoofany otheranimalswhoseprotection,whetherowingtotheirusefulness ortotheirrarityandthreatenedextermination,maybeconsidered necessarybyeachLocalGovernment. 2. Prohibitionofthehuntinganddestructionofyounganimalsofthe speciesmentionedinScheduleIIattachedtothepresentConvention. 3. Prohibitionofthehuntinganddestructionoffemalesofthespecies mentionedinScheduleIIIattachedtothepresentConvention whenaccompaniedbytheiryoung.Theprohibition,toacertain extent,ofthedestructionofanyfemales,whentheycanberecognized assuch,withtheexceptionofthoseofthespeciesmentioned inScheduleVattachedtothepresentConvention. 4. Prohibitionofthehuntinganddestruction,exceptinlimitednumbers ,ofanimalsofthespeciesmentionedinScheduleIVattachedto thepresentConvention. 5. Establishment,asfarasitispossible,ofreserveswithinwhichit shallbeunlawfultohunt,capture,orkillanybirdorotherwildanimal exceptthosewhichshallbespeciallyexemptedfromprotection bythelocalauthorities.Bytheterm“reserves”aretobeunderstood sufficientlylargetractsoflandwhichhaveallthequalificationsnecessary asregardsfood,water,and,ifpossible,salt,forpreserving birdsorotherwildanimals,andforaffordingthemthenecessary quietduringthebreedingtime. 6. Prohibitionofthehuntingofwildanimalsbyanypersonsexcept holdersoflicencesissuedbytheLocalGovernment,suchlicencesto berevocableincaseofanybreachoftheprovisionsofthepresent Convention. 8. Restrictionoftheuseofnetsandpitfallsfortakinganimals. 9. Prohibitionoftheuseofdynamiteorotherexplosives,andofpoison ,forthepurposeoftakingfish inrivers,streams,brooks,lakes, ponds,orlagoons. 10. Impositionofexportdutiesonthehidesandskinsofgiraffes,antelopes ,zebras,rhinoceroses,andhippopotami,onrhinocerosand antelopehorns,andonhippopotamustusks. 11. Prohibitionofhuntingorkillingyoungelephants,and,inorderto insuretheefficacyofthismeasure,establishmentofseverepenalties againstthehunters,andtheconfiscationineverycase,bythe LocalGovernments,ofallelephanttusksweighinglessthan5kilogrammes .Theconfiscationshallnotbeenforcedwhenitshallbe dulyprovedthatthepossessionofthetusksweighinglessthan5 kilogrammeswasanteriortothedateofthecomingintoforceof thepresentConvention.Nosuchproofshallbeacceptedayearafter thatdate. 12. Applicationofmeasures,suchasthesupervisionofsickcattle,&c., forpreventingthetransmissionofcontagiousdiseasesfromdomestic animalstowildanimals. 13. Application...
