Almost all of my informants spoke to me “on the record” and generally in an official capacity representing the views of an agency. This fact has made me reluctant to represent them as individuals, since the events here most often capture their roles as functionaries. In some cases, individuals listed below are composites of several individuals. This allows me to discuss individuals who played controversial roles, as well as bring informants into focus in relation to their structural and occupational roles.
