1. A training course should be held at the National Advanced Leadership Institute at Kyankwanzi to train parish leaders about the economy and social services in the parish. (This was done from 2006 to 2009, and training has continued.) 2. The Uganda Cooperative Alliance should prepare a manual for circulation to rural areas on how to form and run cooperative marketing and storage services. 3. Parish leaders should be guided on how to organize a cooperative. This will cover finding a parish leader, forming a group of promoters, finding an office, opening a record book, opening a bank account, getting registered as a cooperative, and auditing the cooperative accounts. 4. The parish administrator should receive a monthly allowance as well as housing and two acres of land for own cultivation. The local area leader should also have a government motorbike and a mobile telephone. By 2011 government had distributed bicycles to the local area leaders and also instituted a minimal allowance. 6. The area member of parliament, the subcounty counselor, the local council 2 (LC2) chairperson, the LC5 chairman, and the LC3 chairman should form the parish area board of governors. The parish administrator should form the secretariat. 7.
