Acknowledgments The essays in part one, with the exception of those by Johnson and Gray, were first presented at a panel organized by the “Politica” section of the American Political Science Association in September 2000. Our thanks to Professor Cary Nederman for organizing that panel and encouraging the subsequent publication of its papers. Reichberg’s essay on Thomas Aquinas was originally published in the Thomist 66, no. 3 (2002); we thank the journal for allowing it to appear here in revised form. The essays by Johnson, Reichberg and Syse, Semb, Follesdal, Smith, and Vetlesen in part two were originally part of a special issue of the Journal of Peace Research published in June 2000. Our gratitude to chief editor Nils Petter Gleditsch and the journal’s publisher, Sage, for permission to use the essays, and also to the many referees who took part in evaluating the essays then.
