25 THEIRAQIDEBACLE TheIraqiDebacle 3 Democracy,Desperation,andtheEthicsofWar AsamemberofU.S.AcademicsagainstWar,Ivisited BaghdadandsomeotherIraqicitiesbeforethebombing beganin2003.1 Itwascleartoourgroupthatthejustifications offeredinsupportoftheattackwereatoddswithreality.Iraq wasabroken-downcountrystillsufferingfromtheeffectsof the1991GulfWar,2 anditposednothreattotheUnitedStates oritsnationalinterests.Istillrememberthebrightlylitshops ofBaghdad,bustlingwithactivityoncethesunwentdown. Thereweregoodsinthestores,schoolswerefunctioning,and thestreetsweresafe.Womenhadenteredthesocialmainstream ,thereligiousattendedtheirmosques,andallraised theirfamilies.LifeunderSaddamHusseinwasanythingbut pleasant,butdespitethefearofthepoliceandloathingofthe government,peoplewentabouttheirbusiness. Noneofthis,ofcourse,isthecaseanylonger.Iraqhas becomeawastelandtornapartbycivilwarandaninsurgency directedagainstAmericantroops.Evenneoconservativesnow regretthemistakes—alwaystechnicalinnature—thatwere made.Buttheyinsistthatitistimetoforgetthepast,“support ourtroops,”recognizethechaosthatwithdrawalwillproduce, andgetbehindtheIraqigovernmentinstalledbytheUnited States.Itisvirtuallythesamewiththatarrayofright-wing mediapunditsandtheirliberalfellowtravelerswhocelebrated victory,chastisedcritics,calledforapologiesfromtheLeft,and completelymisconceivedwhatwasactuallytakingplace.3 26 PEACEOUTOFREACH Withthecongressionalelectionsof2006,whichresulted inaDemocratictakeoverofboththeHouseandtheSenate, theAmericanpeoplefinallyexpressedtheirdisapprovalofthe IraqstrategypursuedbytheBushadministration.Secretaryof DefenseDonaldRumsfeldwasforcedtoresign,andUNAmbassador JohnBoltonrelinquishedhisposition.Thetruedimensions oftheirterriblepolicy,however,stillremaintobeexplored.Iraq canserveasacautionarywarningonlyifsuchanexploration takesplace.ThecoststotheAmericanpsychewillbehigh.It willrequiredealingfranklywithwhatwillundoubtedlybecome amemoryaspainfulastheoneproducedbyVietnam. OnMay1,2003,PresidentBushlandedonanaircraftcarrier andproclaimedvictoryinIraqwiththewords“MissionAccomplished !”ThethreattotheUnitedStateshadseeminglypassed, theweaponsofmassdestructionhadnotbeenlaunched,and anallyofalQaedahadbeendestroyed.TheBaathParty,once headedbySaddamHussein,hadcollapsed.Statuesofthedictator hadtumbled,andIraqisawaitedademocraticregimethatwas justaroundthecorner.Americanneoconservativescongratulated themselvesontheirsteelyrealism,andpollsshowedthatsupport forthemilitaryactionhadgonethroughtheroof. FourmonthsaftertheinvasionofIraq,PresidentBush explainedthereasonsforhissuccess.HetoldaPalestinian delegationheadedbythenforeignministerNabilShaaththat GodhadinstructedhimtofighttheterroristsinIraq.4 Apparently ,however,Godwasnottheonlyonewhisperinginhis ear.ItseemsthattheBushadministrationreliedoninformation providedbyaprisoner—Ibnal-Shaykhal-Libi—who,in keepingwiththepolicyof“rendition,”hadbeenhandedover toEgypt.Andthisprisoner,hopingtoescapetorture,had claimedthattiesexistedbetweenIraqandalQaeda.5 Inany event,therewasnothingleftforAmericantroopstodobut mopup.ThesituationinIraqwaswellinhand. [3.141.8.247] Project MUSE (2024-04-23 07:57 GMT) 27 THEIRAQIDEBACLE AsfortheresidualresistanceinIraq,thepresidentwould sooninvitethemto“bringiton!”Theybroughtiton,allright, withorwithoutGodontheirside,andeveryone—including BushandBlair—nowseemstoagreethatthecry“MissionAccomplished !”wasabitpremature.6 As2007begins,American deathshaveclimbedtooverthreethousand,andbetweenfive andtentimesthatnumberhavebeenwounded.Butthereal victimsaretheIraqis.Overthelastthreeyears,100,000Iraqi menhavebeendetained;mostofthemwereinnocentofany wrongdoing,andasofJune2006,“only”15,000werestillin custody.7 Middle-classIraqishavefledtoJordanandother neighboringstatesbythethousands,and...
