93 THEMIDDLEEASTSPILLSOVER TheMiddleEastSpillsOver 7 TheSudanandtheCrisisinDarfur TheMiddleEastisnotmerelyageographicaldesignation butacauldronofideologicalandmaterialconflicts.Its bordersarearbitrary.Neitherreligiousintolerancenorancient tribalandethnichatredsrespectthem.Conflictsofthissort havebeenrifeintheSudan.Itisahugecountryroughlythe sizeofwesternEurope,thelargestinAfrica,anditborders nineotherstates.TheIslamic-ArabworldintersectswithAfrica intheSudan.Itsoil-andresource-richprovincesinthesouth, mostofwhosecitizensembraceChristianityoranimism,1 havefordecadesbeenresistingtheauthoritariangovernment ofthenorth,withitsstrongMuslimmassbase.Overlapping withthesetraditionalreligioustensionsarerovinggroupsof armedbandits,bloodfeuds,tribalhatreds,conflictsbetween cattleherdersandfarmers,andanongoingcompetitionover shrinkingnaturalresources,livestock,andwater.Suchisthe landscapeforthecivilconflictthathasbeentakingplaceoff andonsincetheearly1950s,whichhasdecimatedtheSudan assurelyastheHundredYearsWaroncedestroyedEurope. Darfur,whichconstitutesthewesternpartoftheSudan,is administrativelydividedintothreepartsrunningfromnorth tosouth.DarfurisnearlythesizeofFranceandismarkedby 153squalidcampsformillionsofinternallydisplacedpersons (IDPs).TheserefugeesfledtheirvillagestoescapetheSudanese militaryandthearmedbanditsonhorsebackknownas 94 PEACEOUTOFREACH theJanjaweed.Suchrovingmarauderswereorganizedbythe governmentofPresidentOmarHassanAl-BashirinKhartoum toquelltheongoingrebellionintheregion.Hunger,thirst, disease,filth,thethreatofrapeandotherviolence,anda stultifyingidlenessaboundintheseIDPcamps,withtheirsea ofthatchedhuts,flimsytents,andmudstreets.Therefugees wishonlytoreturntotheirvillages.Butrepatriatingthem, rebuildingtheirhomes,andcompensatingthevictimsforwhat theyhaveundergoneisanexpensiveundertaking.Issuesofthis sort,coupledwiththegovernment’sunwillingnesstodisarm theJanjaweed,areattherootofthecontroversyconcerning implementationoftheComprehensivePeaceAgreementof January2006andtheDarfurPeaceAgreementofMay2006, brokeredbytheAfricanUnion.2 AnewbombingcampaignbytheKhartoumgovernment againstDarfurinAugustandSeptember2006drovetensof thousandsmorevillagersintothecamps,andthetenthousand troopsamassedbytheAl-BashirregimemightdrivetheIDPs overtheborderordisbandthecampsentirely,leadingtodeath onamassivescale.Aboutseventhousandtroopsfromthe AfricanUnionwerestationedinDarfurtoprotectthecamps, buttheyhavebeenharshlycriticizedfortheirincompetence andinexperience.EvenbeforeSeptember30,2006,whenthe mandateoftheAfricanUniontroopswassettoexpire,the requisitefundsformaintainingthemhadalmostrunout.On August31,theUNSecurityCouncilpassedaresolutioncalling for“rehatting”someofthem,addingafewthousandcivilian police,andmixingthemwithroughlyseventeenthousandUN troops.Thisforcewouldbeusedtoprotecttherefugeesfrom theJanjaweedandtheSudanesemilitaryinthefuture.Nevertheless ,PresidentAl-Bashirwasadamantinhisrefusaltoeither extendthemandateofthetroopsfromtheAfricanUnionor allowtheUnitedNationstointerveneinSudaneseaffairs. [3.147.66.178] Project MUSE (2024-04-19 04:15 GMT) 95 THEMIDDLEEASTSPILLSOVER ManyrefugeeslivingintheIDPcampswouldundoubtedly welcomeUNintervention.Thisisalsotrueofcertain rebelgroupssuchastheJusticeandEqualityMovementled byKhalilIbrahimandtheSudaneseLiberationMovement armyfactionledbyAbdelwahidMohamedal-Nur,whichhave refusedtosigntheDarfurPeaceAgreement,therebyinitiating conflictswithotheroppositionalgroupsthathavesignedand heighteninginstabilityintheregion.3 Somehaveeveninsisted thatitwouldbebestforallconcernedifthesouthernregion oftheSudanandDarfurweretosecede.Giventhewealthof oilandotherresourcesinthesouthanditsnaturalconcern withnationalsovereignty,however,theKhartoumgovernment willdoeverythingpossibletopreventthatfromhappening.
