75 WITHDRAWALPAINS WithdrawalPains 6 Gaza,Lebanon,andtheFutureofPalestine BeforemyfirsttriptotheOccupiedTerritoriesin2004with adelegationorganizedbytheFacultyforIsraeli-Palestinian Peace,Iwasaratherconventionalleft-wingcriticofIsraeli policy.IknewthattheconditionofthePalestinianrefugeeswas bad,butuntilIsawformyselfwhathadtranspiredintowns suchasJeninandJayousz,Ihadnoideajusthowbad.Ofall theplacesIhavevisited,onlytheredidIexperiencesuchshock andsuchapalpablefeelingofoppression.Havinggrownupin theWashingtonHeightssectionofNewYork,aneighborhood ofGerman-Jewishexileswhereeverysecondfamilyhadlost relativesintheHolocaust,IfeltevenmoreashamedofIsraeli policies—tantamounttoethniccleansing—thatremainacceptable largelybecausetheyremainunseen.Iwasevenmore shockedwhenIlearnedfromanynumberofIsraelifriends howfewoftheircountrymenand-women,letaloneAmericans orAmericanJews,hadactuallyvisitedtheterritoriesandthe peoplelivingundertheheeloftheirstate. Uponmyreturn,IeditedanissueofLogos:AJournal ofModernSocietyandCulturedevotedtoPalestine,andit sparkedaradicalgrowthinreadership.Then,alongwithwellknown literarycriticBruceRobbinsandnotedpsychologist JessicaBenjamin,Ihelpedorganizeaconferenceontheplight ofthePalestiniansthatdrewaboutfivehundredpeopleatColumbia University.Itwasimmediatelycriticizedforitslackof 76 PEACEOUTOFREACH balance—Palestinewasthefocus,ratherthanIsraelorIsrael andPalestine—asifFoxNewsorCNNoreventheNewYork TimesisknownforitsbalancedpresentationofthePalestinian pointofview.Thingshavechangedsomewhatsincethen,but theUnitedStatesremainsastaunchsupporterofIsrael,1 and thesatisfactionofIsraeliinterestsisstillseenbytheUnited Statesasapreconditionforthesatisfactionofallotherinterests intheregion.2 Emotionalloyaltiesmakeitdifficulttoengage inanycriticaldiscussionofIsraelipolicy,andtheproblemhas onlygrownsincetheIsraelidisengagementfromGaza. HereIwouldliketoevaluatethatpolicyandwhathas transpiredinitswake.TheremovalofeightthousandJewish settlersfromGazain2005wasadaringtactic.Itwasoriginally conceivedastheinitialphaseofabroaderwithdrawalfromthe WestBankthatwouldallowIsraeltosetitsbordersunilaterally withoutengagingthePalestiniansinnegotiations.Theresult wouldbeasetofisolatedcantonsconstructedaroundlarge Jewishsettlementsandisolatedbya“wallofseparation,”which wouldleavethenewstateofPalestinewithoutacontiguous territory.3 Thepossibilityexistedoflinkingthiswithdrawal tonewnegotiationsandanIsraeliretreattotheboundaries inexistencebeforethe1967war.Butthispossibilitywaseffectively nullifiedbytheelectoralvictoryofHamasinJanuary 2006,whichwaspartiallyduetothelackofprogressinpeace negotiationsandthisorganization’sstubbornrefusaltoeither recognizeIsraelordisavowarmedstruggle. Initially,withthehelpoftheUnitedStates,Israelsoughtto destabilizethenewgovernmentbyeconomicmeans.4 When thatprovedunsuccessful,however,morebrutalmethodscame intoplay.SparkedbythecaptureofanIsraelisoliderbythe smallterroristgroupknownasIslamicJihadandthenbythe captureoftwomoreIsraelisoldiersbytheLebanesebranch [18.222.111.24] Project MUSE (2024-04-25 03:08 GMT) 77 WITHDRAWALPAINS ofHezbollah5 —actionsapparentlypredicatedonthebelief thatthesesoldierscouldbeexchangedforPalestinianprisoners languishinginIsraelijailsandatrioofLebanesehostages takenin20046 —Israelsoughttodestroyitsmostdangerous foe.7 Itbeganatwo-frontassaultonGazaandLebanonthat resultedinhundredsofciviliandeathsandbillionsofdollars indamagetopropertyandinfrastructureinLebanon,aswell asdemolitionofthelonepowerstationandmanyoftheports, roads,andgovernmentbuildingsinGaza.TheIsraelination, solaudedforitsdemocraticcharacter,onceagainengagedin apolicyofcollectivepunishmentthatultimatelyprovedselfdefeating .Itunderminedthetepidsupportbystatesattempting tomoderatemoreintemperatetendenciesintheMiddle East,suchasEgypt;fosteredanincreaseofanti-Semitism;and radicallysubvertedsupportforIsraelintheworld...
