254 CHAPTER 10 The Formation of Issue Concepts and Partisan Change CommentariesonAmericanelectoralpoliticsroutinelyinvokeideological terminologyinordertoaccountforelectionoutcomesandpatterns ofvotingbehavior.Forexample,strongperformancesbyRepublican candidates,suchasthoseintheelectionsof 1994 and2002,areoften viewedasevidencethatthepublicfa vorsconservativeapproachesand solutionstothepolicyissuesfacingsociety.Incontrast,Democraticvictories (suchasthoseinthe 1992 or1996 presidentialelections,andthe 2006 midtermelections)areheraldedasmanifestationsofpopularpreferences formorevigorousgovernmentalactiontoaddresssalientproblems .Thediscussionoftenbecomesquitecomplex,withanalystslooking indetailatthefor tunesof,andfrictionbetween,themoreextreme andrelativelymoderatefactionswithineachofthemajorparties. Ofcourse,widespreadattentiontoideologydoesnotnec essarily implyaconsensusregardingexplanationsforelectionresults.Astrong Democraticshowingatthepollsma yindicatethatthepublichasbecome moreliberalinitspreferences.Oritmayreflectinc easedextremism withintheRepublicanParty.OritmaysuggestthatDemocratshave moderatedtheirowntraditionallyliberalstands.Tostatetheproblem inmoregeneralterms,anelectoraloutcomemaybegeneratedbymovements withintheelect orate,byonepar ty,bybothpar ties,orbyany combinationoftheseactors.Tofurthercomplicatematters,theremay beadditionalfactorsthattrumpideologicalconsiderations:Whenconfronted b ypoorgo vernmentalperfor mance(manifest edb ylac kof progressinaddr essingdomesticorfor eignissues),votersmaycon- TheFormationofIssueConceptsandPartisanChange ★ 255 sciouslyignoretheirliberal-conservativeproclivitiesandsimply“vote therascalsout.” Despitethedifferentconclusionsimpliedbytheprecedingaccounts, thelatterallreflectthefundamentalassumptionthatanideolo icalcontinuum providesareasonablebaselineforevaluatingAmericanelections. This,inturn,presupposesthattheelectorateis(1)awareofitsownposition alongadimensionthatrangesfromliberalpolicyalternativesonthe lefttoconservativepolicyalternativesonther ight;(2)reasonablycognizant oftheparties’locationsalongthesamecontinuum;and(3)sensitive tosignificantm vementsbyanyofthemajoract ors—significan groupsofvoters,politicalparties,andcandidates—thatmayoccurover time.Thenotionof acontinuumisalsoimpor tant.Itisnotmer elythe casethatvoters,parties,andcandidatesaresimplyorderedtotheleftor rightofeachother.Instead,thereisaclearsensethattheactualdistance ofeachpartyorcandidatefromitsrelevantconstituencyfigu esintothe votingcalculus. Butisthisideaofanideologicalbaselinearealisticorusefulwayto thinkaboutthepoliticalbehavioroftheAmericanelectorate?Theevidence onthispointobtainedsofarfr omourownanalysisismixed. Thediscussioninthepreviouschaptershowsthat,withinonesubsetof themasspublic,attitudestowarddomesticissuesarestructuredina waythatisconsistentwiththeliberal-conservativecontinuum.Soit mightappearthatthereisanideologicalcasttosomecitizens’viewof politicalobjects.Butthisoccursinbarelyhalfoftheelectorate.And eventhisdegreeofapparentideologicalstructurecouldsimplyreflect thewaythatpoliticalstim uliar epr esentedb ypar tisanact orsand transmittedthroughthemassmedia, ratherthananyactiveliberalconservative thinkingonthepar tof individualcitizens.Recallour earlierconsiderationofthepreconditionsforissuevoting,whichsuggested thatasizableelementw ithintheelectorateexperiencedifficulties intranslatingtheirpolicypreferencesintospecificchoicesamong thecandidates.Thoseresultscouldindicatethatmanycitizensarenot adeptindealingwiththerelativepositioningofpoliticalstimulialong policy-relateddimensions.Soitremainstobeseenwhetherindividual votersactuallydobringexplicitideologicalconceptstobearontheir ownelectoraldecisions.
