The first half of this article (Pennsylvania History, Summer 2017) studied the nature of crime and criminology in early twentieth-century Pennsylvania. In this follow-up, Eastern State Penitentiary reforms and advocacy for prisoners fighting in World War I are examined, along with the efforts of Progressive Era penologist Warden Robert J. McKenty.
