The concept of an urban university has defied clarification and explication for years. This essay proposes a manageable model structure for an urban university borrowed in part from land-grant institutions. It is postulated that an urban university can become an institution that is purposefully urban in fulfilling its educational goals, as opposed to one which is only physically located in a city.
