Leadership studies within higher education have failed to recognize the importance of effective management strategy in the primary work unit, the academic department. This article presents a grounded theory of chairperson management strategy derived from interviews with outstanding chairpersons at three urban universities. It concludes that five interacting factors lead to department leadership effectiveness: leader values, department stages, management strategies, congruence level, and resource control.
