University Autonomy: Perceived and Preferred Location of Authority

A national sample of university faculty, presidents, governing boards, coordinating boards, and legislators responded to a survey identifying where they felt the authority effectively rested for five typical university-related decisions and where they believed that authority should rest. Most believed that most decisions are, and ought to be, made on the campus. In cases of dissatisfaction, presidents and faculty preferred campus-level authority, while the other respondents preferred external authority.
