IXTH INTERNATIONAL CONGRESS OF ART The tri-annual Congress, organized by the Association in cooperation with the IAA National Committee of the Federal Republic of Germany (F.R.G.), was held at Stuttgart, F.R.G., between 27 September and 3 October 1979.On this occasion, the IAA celebrated its 25th anniversary and also organized its annual International Art Week. The authorities of the citiesof Stuttgart, Brunswick, Freiburg, Karlsruhe, Maulbronn and Ulm made exceptional efforts to arrange for the general public special exhibitions, displays of artworks on selected streets and visits to artists' studios. During the Congress selected painters and sculptors from countries of the five continents of the world showed slides and films of works of art in public places; and programmes dealing with the visual arts used by television in different countries were presented. The theme of the Congress was Art and the Public, and about 240 artists from 45 countries attended the various events and meetings. Five commissions met to discuss the following subthemes : Art in Education, Art and the Media, Art and Public Institutions, Art in Lifelong Education and for Leisure, and Art in Public Places. Recommendations of the Commissions were adopted by the Assembly. IXTH IAA GENERAL ASSEMBLY The IAA Assembly held several sessions during the Congress. Representatives of 45National Committees of the 72adhering to the IAA attended the Assembly. National Committees of San Marino and of Upper Volta wereadmitted to membership. Hope was expressed that a national committee would be established in the People's Republic of China in order for artists of that country to participate in the work of the lAA. The painter Adigio Benitez (Cuba) was elected President for the period 1979-1983. The following Vice-Presidents were elected: Faik Hassan, painter (Iraq); Yusef Adebayo Grillo, painter (Nigeria); Tair T. Salachov, painter (U.S.S.R.); Takeo Terada, painter (Japan), and Fred Thieler, painter (F.R.G.). Hilde Maehlum, sculptor (Norway), was named Treasurer. The members of the Executive Committee elected, in addition to the President and Vice-Presidents, were the following: Claude Bleynie, painter (France); Jorge Gonzales Camarena, mural painter (Mexico); Janusz Kaczmarski, painter (Poland); Julien 152 Birigui Oudraogo, painter (Upper Volta); Kosta Angeli Radovani , sculptor (Yugoslavia), and Gerd Utescher, sculptor (U.S.A.). In order to ensure a proper representation of artists, the Assembly decided to admit representatives of groups of artists with clearlydefined cultural identities that are not represented by National Committees in sovereign states. It was also decided to take steps to ensure that by rotation different regions and age groups of artists of both sexes are represented by officers and members elected to the Executive Committee. The General Assembly passed recommendations on the following matters: I. Remission of income tax to artists on direct revenue they obtain from their work and abolition of import duties on artists' materials. 2. Improvement of facilities for exchange between countries of painters and sculptors and of their work. 3. Encouragement of the expansion of the number of art festivals and of the utilization of street art and of art in public buildings. 4. Provision of sabbatical bursaries for artists desiring to undertake experimental work away from their studios (or institutions in which they teach). 5. Establishment of artists' aid funds obtained as a percentage of museum admission fees in countries where such fees are charged. 6. Development oflaws to assure artists' right to benefit from second and subsequent re-sales of their artworks (droit de suite) and the payment of royalties on artworks used to provide public amenity. 7. Establishment of an International Gallery Schemein India. 8. Encouragement of artists to provide aid through the IAA to artists who were victims of earthquakes in Rumania and Montenegro. 9. Encouragement of the publication of an International Yearbook ofArtists.
