Abstract
Through an examination of recent events—specifically retroactive graduation ceremonies and related legislative and educational policies in the United States and Canada—this essay concerns the most recent incarnation of wartime incarceration. It explores how and why this 1940s moment continues to shape public policy despite the redress movement and the 1988 Civil Liberties Act.
