Abstract

This article addresses the role that cultural diplomacy efforts can play in the transformation of higher education systems. It examines the U.S. government's efforts during the 1989-1991 transition period in Hungary, and explores the Fulbright Program as an instrument in the transformation of Hungarian higher education. It traces the shift in the parameters and focus of the program from a unilateral tool of foreign policy of the U.S. Embassy and one-way education transfer during the transition period, to a negotiated transfer after the establishment of the Fulbright Commission in Hungary and more balanced bilateral relations in educational exchange programs.
