Abstract

Significant socio-political constraints are often imposed on the employment of people with disabilities yet employment is important because it provides these individuals with a sense of self-satisfaction and contribution to society. Existing multi-organizational e-government systems have not been found to meet the unique user requirements of this environment. In this study, we design, develop and evaluate a disability employment information system prototype. We employ a design science approach and a multi-site case study of the Ticket-to-Work (TTW) - a U.S. Social Security Administration program that rewards certain public and private organizations for providing employment services for people with disabilities. Evaluation results demonstrate the utility of our design to improve disability employment services. As a result, this study provides a framework for researchers and a prototype for developers to advance the development of disability information systems.
