EL POMAR FOUNDATION, established in 1937, is one of the leading private, general-purpose philanthropic organizations in the Rocky Mountain West. The Foundation provides resources and opportunities to nonprofit organizations involved with arts and humanities, education, health, human services, and civic and community initiatives. Since its inception, the Foundation has contributed more than a quarter of a billion dollars throughout Colorado to programs and projects that have helped to define the Centennial State. El Pomar's history and experience in promoting new approaches to philanthropy allow the Foundation to be a significant catalyst for constructive change. Through innovative partnerships and the creative use of resources, the Foundation assists Colorado's most important nonprofit organizations to become even stronger and more effective in the essential services they provide.

In 1990, the University of Colorado at Colorado Springs (UCCS) received an historic grant from El Pomar Foundation to establish the Colorado Institute for Technology Transfer and Implementation (CITTI). The Institute was created to assist the region, state, and nation to gain the industrial, technological, and business leadership required to establish and maintain economic stability and growth. Interdisciplinary in design, CITTI facilitates technology transfer and stimulates economic development through programs of research, forums, conferences, publications, and pilot implementations. The Institute acts as a bridge between scholarly disciplines, industry, and the wider community, and enables unique [End Page 5] public/private partnerships that encourage the transfer of technology applications to development opportunities and economic solutions.

The El Pomar grant for the establishment of the Colorado Institute for Technology Transfer and Implementation and three endowed chairs at UCCS was the first ever major gift from the Foundation to a public institution of higher education, thus establishing a new era for the Foundation, University, and community. El Pomar's pledge to CITTI was evidence of the Foundation's commitment to provide support for the development of programs, activities, partnerships, and services that contribute to the growth and prosperity of the community.

Through El Pomar's vision and generosity, in partnership with the University of Colorado, CITTI is providing opportunities for technological transfer beyond traditional systems. The Institute has become a cornerstone of the university system and has helped UCCS to become a major regional comprehensive research university. CITTI's activities and programs are helping to advance technology transfer disciplines, applications, and solutions for the benefit of southern Colorado, the state, the nation, and the world.

 



William Hybl has been the chairman and CEO of El Pomar Foundation since 1973. He held the position of president of the United States Olympic Committee from 1991 through 1992, and from 1997 through 2000. He was a US representative to the United Nations General Assembly, 2001; special counsel to President Ronald Reagan, 1981; and elected to the Colorado House of Representatives, 1972. Hybl is a 1964 graduate of Colorado College and earned his J.D. degree from the University of Colorado Law School in 1967.

Joseph Rallo has been a long time student of global business practice with a special emphasis on the European Union (EU) and Japan. His initial research on comparative technology transfer led to publications on EU-US relations concerning the commercial implications of the Strategic Defense Initiative.
