Bruce Seely is a historian of technology with interests in the history of engineering education and research, and in transportation technology and policy. He brings to the journal familiarity with many of the classic fields and subfields of social science whose scholars have an interest in technology transfer: sociology, anthropology, economics, legal studies, geography, communications and rhetoric, regional studies, policy studies, as well as history. Educated as an economist and historian, Hoffman had an accomplished career as a faculty member and researcher prior to moving into academic administration. William J. Hybl
Chairman and CEO of El Pomar Foundation

William Hybl has been the chairman and CEO of El Pomar Foundation since 1973. He held the position of president of the United States Olympic Committee from 1991 through 1992, and from 1997 through 2000. He was a US representative to the United Nations General Assembly, 2001; special counsel to President Ronald Reagan, 1981; and elected to the Colorado House of Representatives, 1972. Hybl is a 1964 graduate of Colorado College and earned his J.D. degree from the University of Colorado Law School in 1967.

Joseph Rallo has been a long time student of global business practice with a special emphasis on the European Union (EU) and Japan. His initial research on comparative technology transfer led to publications on EU-US relations concerning the commercial implications of the Strategic Defense Initiative. John C. Pierce

John C. Pierce is Vice Chancellor Emeritus and Professor Emeritus of the University of Colorado at Colorado Springs, Research Professor at Washington State University at Vancouver, and independent scholar and consultant. After receiving his Ph.D. in Political Science from the University of Minnesota in 1969, he served as faculty or administrator at Tulane University, Washington State University, and the University of Colorado at Colorado Springs. He is author or co-author of fifteen books and monographs, including Critical Masses (MIT, 1999) and River Earth (WSU Press, 1999), and nearly eighty journal articles and edited book chapters.
