Abstract

The author summarizes some salient information emerging from the preceding papers. Nine major issues and recommendations emerge, including the fact that considerable underutilized legislation should be brought to bear on the needs of children and adults with rubella. Better coordination and combined planning among institutions and agencies is urged, particularly for multiply handicapped deaf persons. He concludes on an optimistic note suggesting that out of the 1963-65 tragedy may come better services for all severely disabled deaf children and adults.
