Abstract
This paper introduces English-speaking readers to the influential Japanese educator Sawayanagi Masataro (1865-1927). Sawayanagi, little known outside of Japan, is truly one of the great figures in the history of modern Japanese education. An "enlightened bureaucrat," Sawayanagi held numerous important education posts, but is probably best remembered for his contributions to the Revised Elementary School Code of 1900.
