Updating his 3^rd edition (ALA, 1997), Sannwald has added some new features: needs assessment for evaluating current space; "green" design; alternatives to new construction; remote storage; technology advancements; and moving libraries. The checklist format walks users through more than 1,500 questions from site selection to dedication ceremonies, providing supporting data for presentations to governing authorities and stakeholders. SPARC's alliance of 200+ academic and research libraries was formed by an initiative of the Association of Research Libraries to address high costs and to build competition in the scholarly journal marketplace. While primarily addressed to journal publishers, Declaring is a succinct overview of the issues for research libraries. Funded by a National Historical Publications and Records Commission (NHPRC) grant, ten representatives from a variety of disciplines gathered for three days in April 2000, to "improve and standardize intellectual access to electronically published historical documents." (p. 1) Eight research issues concerning use, markup, and information retrieval were explored with a goal of developing generalized policies and practices for providing access to primary documents.
