"The council shall consist of officers of the Association, the immediate past President, and twelve Regular Members elected for three-year terms at an annual meeting by plurality of Regular Members voting. The President shall act as Chairman of the Council. Six shall constitute a quorum of the Council." One member must be a resident of New York State.
